Inventory Requirements (Matrix) Report - Warehouse Mutes
I noticed that both of these reports include warehouse muted quantities if you're running for quote elements. That seems like a bug, since warehouse mute signifies the item is not an operational inventory requirement.
Is this fixable? Preferably as a bug fix but if not, maybe a custom report?

Not a bug as such. Those are "inventory" reports and are meant to be run against elements like Pull Sheets. They are data-producer based, so their logic is hard-coded in our legacy backend and will not be changed until ported. In both cases we're talking about the `data-producer-equipment-list-line-item`, so they have no knowledge or ability to know about Warehouse Mute; that data isn't an Equipment List Line Item column.
If your company doesn't use Pull Sheets, your only option is to have a custom report created. However, I highly recommend using Pull Sheets, even if you don't scan your equipment (also highly recommended). You can always delete them once you've run the report(s).

I too love the idea of these reports but I agree that they aren't a 100% solution to the problem of being able to forecast your equipment movements.
A while ago, I built a custom report which I think might be a good solution for you. It can do the following:
- Shows inventory on multiple element types in a single report (i.e. Quotes, Pull Sheets, Transfer Orders)
- Respects warehouse mute
- Can show inventory returning as well as going out (i.e. Manifests, inbound Transfers, Subrentals)
- Can be filtered by inventory department - i.e. only show Audio equipment
- And some other helpful features
