Absolutely. There are a few ways to go about this.If it's just a once-in-a-while need, you can use the Warehouse Mute (WM) column in the Quote's working view. Click the column header to enable WM for all line items in the quote. This will prevent inventory lines from creating conflicts and pushing into pull sheets.
If it's something you need to use often, such as regularly creating quotes for out-of-town jobs that will be wholly provided by a sub-vendor, then you may want to create a new workflow status or project element definition to use for those.

Thanks Ben, but the WM would not work.
We are creating revenue summaries that are copies of the quote, but the the time line is adjusted to reflect the real length of the job. Our quotes are currently done as weekly even if the job lasts for 9 weeks, so we need the revenue summary to reflect the real money. But we just discovered that they are pulling gear. We need to figure out how to fix that or we will have to delete and rethink.
We have a couple of Square Wave people that already have access to our system.

So as I mentioned before, if you're going to do this a lot, then manually having to trigger WM on each element is not an ideal situation. I'll need more detail, but I'm guessing can set up a default workflow state for the Revenue Summaries that will keep them from ever creating conflicts.
There may also be more elegant ways to achieve your goal than what you're doing currently.
