Security Permission for Sound Themes/Clips

Folks,

Trying to locate the security/permission level for adding sound clips/themes?  I want to allow my "Inventory Manager" level staff to create their own clips and themes w/o granting admin level access.

Anyone have input on this?

  As far as i can tell you would need to be a system administrator to do this, (which you're trying to avoid doing!)

  I've been searching to give this permission for a long time before realizing only System Admins could do this... Why such a high level of permission for this feature?! I'm creating automations, custom reports, new element definitions, even new icons but still not allowed to make new sounds?? Why?
