Quotes Summary by User - Null

I'm trying to run the quotes summary by user for the entire year of 2021. When I entered in the users they are all coming up with null on the report and nothing listed. There is only 1 person that I run the report for that actually lists the quotes. Nobody else I enter does that. Does anyone know why this is and how I fix it?
