Enable Financial Documents to Trigger a Workflow Action for Partial Payments

Financial Documents currently allow "Payment in Full" to trigger a Workflow Action.  Extending this feature to "Partial Payments" would make it useful for Workflows that require collecting deposits from customers in order to confirm quotes.
