Can I set a MAX Discount ?

Hey all I was curious if I can set a Maximum discount for the Quote building process...I created up to 25% for the Standard Discounts. Now I would also like to set the Max Discount per line to 25% also, is this possible?

  You can set items to have a "Max Discount" but if you want this globally that is a time-consuming process. 

  Other than the standard discounts having set values the rest of the options for providing a discount do not have any ability to set limitations to them currently.
